No ATV's, Dirt-Bikes, Go-Karts & Vehicles known as OFF Road on CLCA Roads.

 

 No WINS in off Road Vehicles Vote

CLCA members voted September 30, 2006 during the Annual Meeting on the issue of Off Road Vehicles such as (ATV’S Dirt Bikes, Go-Karts, etc.)  The vote banned the use of OFF Road Vehicles on any CLCA road.

 

Overview

Over the past several years, the Board of Directors have tried to make rules and regulations that permit the use of such vehicles.  In fact, far too many operators will not or do not follow the rules and place themselves and others licensed drivers at risk when both use CLCA roads.

 CLCA could find itself involved in a substantial law suit, if injury or death would result in the event an accident would occur on any of the CLCA roadways.  In addition to CLCA the operator of a truck or car would also be named in any legal action filed as a result of an accident.

 CLCA carries a $2 Million dollar liability policy to cover the Association.  If the off road vehicles remain an authorized use within CLCA, we would need to increase the amount of coverage to provide for the protection of our members.  Insurance cost are high and are rising every year.

Our situation is much greater than dollars.  Life safety issues and CLCA’s role in the prevention of serious bodily injuries are at issue.  Major problems could and will result in the event we have a serious accident within CLCA. 

 We have grown and the congestion and truck traffic has increased.  The odds are sometime and someplace we will be faced with a serious accident and the measure of safety provided by a ATV, Dirt Bike or Go Kart in almost nothing, so the Off Road Vehicle will always lose when involved with a car, truck or big truck here inside CLCA.

 Rules are good, if people follow the rules. As you can see over and over within CLCA reasonable operations of this type of vehicle is lacking and rules are disregarded.  Some behavior will not change with rules and therefore protecting the membership becomes impossible or very unsuccessful.  Unfortunately, stopping the use of Off Road Vehicles is easier than controlling the use of Off Road Vehicles. State Laws can assist in stopping the use, while CLCA rules must control the use if authorized within CLCA.  As a body, we the members, must undertake this issue and you will have a vote in September to do so.
